It won't happen because government wants people dependent on this welfare system (reliable source of votes, people will keep putting them in power to guarntee future government money). If there were greater incentives to donate, such as tax incentives, people would donate, becuase it would be a double benefit, they would be helping people who truly need it, and would also get lower taxes (or a bigger refund) in return. The mentality is very much ingrained in American thought that if government won't do it, no one will, but in reality, no one will do it, because government already is (and doesn't want private sector invloved)..... Without government taking over, private citizens will find a way to do what needs to be done... No need for sarcasm, chellebelle
