There was once a big a hurricane in Texas. Congress rushed to pass a bill for funding aid. The President at the time (I forgot which one) vetoed the bill saying (and I am paraphrasing)" ... I don't see how I have the constitutional authority to sign this bill .... the government taking over, denies the American people the opportunity, to be charitable...." The people through charity, then gave twice as much to help Texas, as the bill congress had passed.
