Of course, you can't force them to donate to charity, but people right now are being forced to pay taxes to these welfare programs whether they like it or not. With these programs gone, the needs of the poor wil be be more in the public eye, more publicity for these charities, and if there were more tax incentives to donate, like my expanded tax credit idea, there would be undoubetly more donations. Also keep in mind that charities could probably truly do more to help people with one dollar than the government could with 5, it takes away a lot of corruption and bureaucacy that currently absorbs much of the money intended for the poor...
