I have a question, why do you think that all people who are 2nd, 3rd or 4th generation aid receipiants are abusing the system? Poverty tends to run in families and is a hard cycle to break. Most people on aid are the working poor. Those who make mininum wage and have 3 kids simply cannot make it without help. In turn their kids grow up and take low paying jobs and the cycle continues. Cash assistance is limited to a certain lifetime time table, so unless they work, they won't get money. Of course there are those that abuse the system, but I think most people are not doing that.
