They are mandatory. ISBE requires teachers do x number of hours of training in order to renew their certification. Depending on what their school district offers or where they do this training, sometimes teachers will be compensated for this. Yes, this is true and many teachers attend a variety of workshops, some which take place during the school year and some over the summer. Teacher do not work a forty hour week if you consider their lunch, prep period and most of those I had fist hand knowledge of. Prep period is work time. While some contracts do not stipulate what is to be done during that time, there are others that require teachers to be in their buildings working on school related work. MOST teachers use it for this purpose anyway. Many also work through all or part of lunch as well. On top of that, many teachers work in the evenings. Not EVERY teacher, and those that do not EVERY evening. But please don't look at the school day as a guideline for a teachers work hours. It is just not accurate. That would be like saying a surgeon is ONLY working when actually performing the surgery, but not the countless other hours spent at the hospital, doing prep work, paperwork, working with other staff, etc. Maybe not the best example, but the basic idea.
