I'm not trying to be a jerk, but three billion is a tiny tiny fraction of our spending. We spend, comparatively, almost nothing on foreign aid (barring war money). I actually don't think money is education's problem. It's the parents and an outdated school system that is in dire need of reform. But this country's reckoning is coming someday...and everyone will feel it. This military, elders on S.S. & Medicaid, welfare systems, education, infrastructure...it will ALL have to be drastically reduced eventually, as our debt interest load will continue to eat up more and more of our tax revenue.
