You're missing an economic problem in your theory: when the government subsidizes wages, it will only manifest in higher costs for other products (lawyers, accountants, etc.) and will distort the market. This can be good to an extent, but to 120k? I don't think so. $50,000 is well above the average salary, even for those with Bachelor's degrees. I have crunched numbers for the G.C. district...and the average and medians salaries are WELL above $50,000 for the 400+ educators. And I think you might find the states for the failure EStL even more surprising...
