how do you put the solution into public policy? how do you then enforce that public policy?
Why is it necessary that all matters are to be taken care by means of "public policy?" "Private policy" is typical much more effective.
i do not hear anyone talking about solutions.
Stop the welfare system all together, let the charity of the American people, take care of what needs doing.

And although it is possible to adulterate a drug test, it is not cheep, or easy. the program then requires more money and does little to promote people to get off of it The first step in treatment is to stop enabling the addict, (like feeding them and housing them)

I say it again, there exist a entire class of people, who only believe they are poor and helpless. In need of government aid. Because, you, and people like you have been telling them they are poor and worthless and need help, for so long they believe it.
If you want to actually help them...STOP TRYING TO HELP THEM.
