the 2 year list is to basically make sure you are poor for an extended period of time...that you have a job and some income but you are poor - the working poor.
and i like that they require community service. they are giving back to the community through their labor because they do not have money to contrribute.
this concept basically implies - that if you are a wealthy American, your only job as a good citizen and patriot is to pay your taxes and vote.
