beyond the fact that our constitution was intended to evolve over time, and mainly set out to address many issues that faced them during that time...
there is this in article 1 section 8 of the constitution regarding the powers of Congress...
"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;"
That's "general welfare of the united states" not "a general welfair benofits system to be paid to the lazy"
If the fine people of this nation should see fit to add welfare benefits to our constitution, there is a system in place to do so. Until then, welfare is extraconstitutional, and according to the constitution, The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
