We're all, including you I think, against abuse, fraud and cheating.
yes.
i hear that alot...i am FOR welfare and think it should have more funding and more available to more Americans with stricter or more intensive requirements.
but i do not hear anyone talking about solutions. how do you put the solution into public policy? how do you then enforce that public policy?
and no one addresses this when i say it - the whole drug testing thing is a solid good idea, but it is tiny in it's impact on the impoverished...and it could create new problems.
it costs money to drug test people. people can easily cheat urine tests - so more secure methods cost even more money. the program then requires more money and does little to promote people to get off of it - and does no better at providing service to the people who need it...or offers it to more people.
perhaps we need a more serious revamp of how we approach social welfare - but solely for the intention of making it a better system that helps more people in a better way.
how that can be done - i am not sure...i think about it often. i discuss it often with my most educated and informed friends - on both sides of the aisle - and i can not seem to find the desired solutions.
