HUD & especially Section 8 are viruses that kill communities, especially when landlords receive higher payments than the private market would otherwise pay. It allows undesirable people to move, along with all of their problems, into relatively affluent areas.
Working-class communities have to erect some barriers. Severely discourage renting, enforce building appearance codes, hire more police, and importantly, create some form of Homeowners Association.
