Not to change the subject but ... what is wrong with the GC school district? All districts have their problems, just wondering why you think GC is so terrible?
I totally believe that the landlords are the problem, not the renters. Whether they get government payment to rent or not, it is still their responsibility to maintain the property as if they themselves are living there and make sure that undesirables are gone. Three strikes and you're out!
I have seen some appalling apartments that the city inspector passed. Seriously. They're sticklers on residents who are purchasing a house to live in as opposed to a landlord renting. I am not exactly sure what the criteria is but I do know I've had problems in the past purchasing a house and yet a friend of mine rents and there are huge electrical issues in their apartment. The landlord told the renters it passed for an occupancy permit. I thought they have to do that every time they get a new renter but perhaps not? Again, I don't know exactly how this system works but if that is the case, the city inspectors are favoring the landlords (slum or not).
