The easy answer to your question is within your question. It's section 8. The slumlord is guranteed his money for people who don't pay rent.
HUD turns almost everything they touch to crap, even home loans, I have known some decent people who bought through HUD, but they don't check out renters/buyers at all. There's a house across the street from me that was sold to a HUD buyer about 8 years ago, the previous owner had to make renovations to the home above and beyond what Granite City building codes required, just to sell it to HUD, and about 2 years later, the house was raided, meth lab...... Worse yet, they had a 18 month old daughter
