And after more suggestions from you, I think he has explained that he has sacrificed his home, and his vehicle in an attempt to SAVE his business at this point. He knows that if he acquires this license and is allowed to serve alcohol to GROWN UP PEOPLE, WHO LIKE TO PLAY TOURNAMENT POOL...GROWN UP PEOPLE WITH FUNDS COMMITTED TO THEIR HOBBY AND SPORT, he might have a fighting chance at salvaging his business.
If he has lost his home and his vehicle, but has managed to hold onto his business, I think it's more than apparent he is not in a financial position that would allow him to make the changes and additions you think should be part of the equation.
If a compulsory fence and security is required of every business desiring a liquor license, I think you'll be hard pressed to see it happen downtown.

You know, I despise McDonald's burgers, the smell alone repulses me. And who's to say that some overweight, artery clogged, burger eating fool isn't going to keel over from a heart attack while going through the drive through and plow through the "Playland".

Just like this man's potential customers ARE GOING AND SPENDING MONEY in other pool halls that do serve liquor. He knows that liquor is a draw. And if that is what it took to save a business I owned, you can bet your bottom dollar I'd be crawling buck naked over broken glass to get myself a liquor license, to keep my business from joining company with my house and vehicle.
