New Small Surface Combatants for US Navy

Instead of the Constellation class, now frigates based on the Coast Guard cutters of the Legend class will be built: HII to Build Small Surface Combatants for US Navy I am curious how many changes they will do with that design: adding better radar, adding sonar, anti-ship missiles, VLS? And will that class be successful? And can they built them rapidly?
