ONE REPORT STATES ZERO CHANGES in order for it to be built to original plans, any changes will make it late snd over cost!

Instead of the Constellation class, now frigates based on the Coast Guard cutters of the Legend class will be built:

I am curious how many changes they will do with that design: adding better radar, adding sonar, anti-ship missiles, VLS? And will that class be successful? And can they built them rapidly?
