Maybe check whether “built to a mercantile standard” refers to mercantile standard procedures for shipbuilding and acceptance inspections. The WW2 USN patrol frigates (PF 1 class) were built in commercial shipyards under U.S. Maritime Commission contracts. Their original design was the British River-class frigate, which were designed for construction in commercial shipyards that could not build military ships.
