I have just had a Citroen in with 9hz engine & several egr faults. There were several faults caused by others testing the system previously, which I had to put right first, then after checking and rechecking again, I was convinced it was an ecu fault, so got a donor ecu , which made no difference. There was a software update for this one that allowed the egr to initialise, where it wasn't before.
If you check dynamic data, is your egr valve copy signal matching the command signal?
I think your answer will be a software update, which is what I should have done to start with.
Ps I would insist on your money back from the remappers as they obviously don't understand what an egr delete means, the only problem is though that you will need to refit everything, if/when you get the ecu updated.
