Thank You for your comments. To the post.. I have photos of the ditch in question from the day of the flood which show the water running fast and free, actually not even full. You are welcome to review them, but that didn't help those people that day. The height of the grass was acceptable. Pontoon Beach and Mitchell were saved by keeping the level of Horseshoe Lake low. Yes, Long Lake drains under rt 162; however, if Horseshoe Lake is too high, it doesn't matter how large the conduits are. Water seeks it's own level, and won't drain unless one body is lower than the other. Yes, MESD deserves credit for that. Consider the irony of this situation...A Long time board member (former Chairman) of the governing body of the highest flood protection organization in the County, whom spends taxpayer funds, has oversight over and fails to deliver ANY LEVEE AND DRAINAGE DISTRICT in the County as "minimally acceptable" (All are graded as "unacceptable" by the Army Corps of Engineers, for many years) then sues a subordinate agency for alleged incompetence? Really? That takes a special kind of audacity OP. This was the primary culprit of the day...dozens of manholes (this one at 23rd and Madison) paved over by the city and never cut out after the asphalt was poured over them! A 12" storm sewer with only 2" exposed doesn't move a lot of water.
