Assuming you really do have said uncle, every doctor I have ever heard speak on the issue disagrees with him. Ever heard of defensive medicine?
The absurd notion you present that the government has never before made you pay a tax or enroll in a system is comical.
Congress at the time did not sell the bill as a tax, I could probably find quotes from you saying it's not a tax. It is however entirely unprecedented that the government punish (tax) me for not wanting (or being able to afford) some product they mandate. That might work out well in future though, rather than us going to war to get a few people richer, congress can just demand we buy their companies stocks, at a rate they decide, or go to jail.
To your last paragraph, can you name one time the government got involved in something and managed to lower it's costs? Didn't work for education, or medicine since the 50s when they stuck their dirty hand in cookie jar...
