Should have is relevant as it pertains to the future. We need to shut down the borders completely and harshly punish those who try to cross. The illegals who are here should be given six months to register and do things on the up and up. If not, we should deport them.
And I agree with you that the companies who violate immigration laws should be fined heavily.
