Instead of rewarding Jose by making him legal, we round up Jose along with all his illegal offspring and send them back to where they came from. Then, arrest Jose's employer.
If illegals could not become employed, they would have no reason to enter illegally. For those who say this method would be to costly, I have a suggestion for that as well. The arrested employer should have to cover the cost of sending Jose and his entire illegal family back.
After all, he should be able to afford it with all the money he saved paying low wages...the entire reason he broke the law and hired an illegal in the first place.
If this happened to every person who gets caught employing an illegal, I would be willing to bet this problem would correct itself in no time at all.
