I dont dont remember whoever that guy was in 2017 catching 1/1000th of the grief that you have. Does anyone even know his name, or care? I dont... Not at all, it was the townships fault until they punted to the village, then it was the villages fault until they were smart enough to bring in an engineer to face the mob. I guess other areas it was the same thing, um ugh, its nobodies fault. The engineer said the magic words, its a flood plain, flood plains flood.
But no, something changed and the time for blaming everyone while blaming noone is over.
