I know my community does. I have seen it in action but didn't want to comment on that being usureif they test the sanitary sewers as well as the storm sewers. I know nothing of these things, codes and rules but do know I have seen many an older home that had clay pipes coming out of the ground where the gutters were connected to at one time. Occasionally one will still find isolated situations here and there regarding the gutters but don't think that smoke test would work in all cases regarding pumps. Most people in the situation simply just would not know the newer rules. While it might be unfortunate but things happen. I will add that I am no great fan of retroactively applied building codes because quite simply many can not afford to come into compliance with many of the new rules. None the less it is a self correcting situation as building become replaced with newer buildings.
