Riverbender filling gutter storm water (or sump pump seepage) into the sanitary sewer system only pushes your stormwater into your neighbor's house;only now, it's mixed with sewage effluent. It's a serious code violation today, but your point is correct...it was widely practiced many years past. Proactive municipalities ensure that these connections are eliminated through smoke testing and occupancy inspections. Does your community smoke test the sanitary sewers? If not, call your Director of Public Works, and ask why not?
