I still wanna know who signed off on storm sewers being paved over and flow restricted to the primary lines.
I would agree that there is a problem. NO doubt the catch basin pictured does not have the full opening it did at one time. That restricts water flow into the sewer and floods street surfaces. At least it would appear to. But that is surface water and wouldn't have anything to do with water coming up in basements.
