This is 2016, each bus could be equipped with a tablet or better a smart phone, with scanning capabilities, just like using "Square" to pay with a debit card. The info on the ID (which includes student name, address, school, teacher and emergency contact info) that would be scanned upon entering or exiting the bus could register the name of the student, the time of entering or exiting and the GPS location for each. Take it a step further and have the scanned information sent to a main location at the bus company or school board. Not expensive, not complicated, but a simple interactive way to locate students who ride the bus. I'm a granny but have enough tech savvy to know this would be a very simple and inexpensive way to track a bus riding student's whereabouts once they boarded in the morning and once they boarded out of school in the afternoon. How many times have we saw news reports of small ones being left on buses in the parking lot? Or dropped of a mile from their house? Twenty years ago, we might have considered this "big brotherish", not any more.
