That's a big part of the problem. The state mandates certain expenses that can't be disputed. The unions demand costs that are not disputable because the union members deserve their raises and job securities. There are only a couple expenses that are available for the board to control. This means that a tax raise today MAY control the bleeding for a year or two but in a few years they will have to be back asking for yet more money. It's happened in the past and will continue until changes are made, not JUST locally but from the state all the way down.
