Podo, your assumption is correct. The state rules, as explained to me a couple of years ago, dictates that a bus route has to provide a seat for every eligible child on a route. Their "rationale" is even is a student says he has a ride to school, he has to be given an opportunity to take the bus. Busses pass through our neighborhood each day. A couple of years ago I called and asked the same question Lisa is asking. Why do I see all these empty seats? That was the answer I was given. It doesn't have to make sense folks. It's the government. My guess is that if we as citizens are smart enough to identify these types of savings that the superintendent has already explored such ideas.
