I agree with most of your comments. However, no way should local districts should be excluded from any blame at all. For years they have relished spending money. They never once thought about not spending money and then one day it might disappear or get drastically reduced.
As for criminal element, I would say Madison county is at least as bad as Springfield and maybe a small step below Chicago. Madison County is rotten to the core.
