I agree that they(children) should not be allowed to carry on in that manner.
I don't understand, that if a business owner asked someone to leave, why they wouldn't - do you? I mean, when people won't leave when asked, we call the police and that would be warranted in any situation where someone is causing a disruption in a place of business.
Also, I feel for your daughter, but again that is the parents that are doing this and not the fault of the children. I did not see where the manager asked any one to leave in this situation - they should have. The mother should have been confronted and that is the job of the manager to insure all patrons are reasonably taken into account and none are being put out due to a situation that could be remedied.
I don't think the manager should intentionally embarrass the mother. But either taking her aside or speaking quietly to her at her table. This will hopefully only help the mother in future situations and give her an idea of what society expects from her and her child.
In situations where people will be belligerent - police will be necessary and that is the fault of the one being uncaring of those around them - too bad, the world does not revolve around them and they need to learn it or not be allowed to partake in it's benefits of dining and shopping.
