Well I would imagine the government feels a child or minor is not mature enough psychologically to make certain decisions for themsleves, so they are required to enact laws to protect them.
And don't be so coy, you're too obvious. Rule number one, don't ask a question you don't already know the answer to when trying to make someone look foolish.
