Sadly you are right. Many do think that just because it comes from the state its no big deal. They dont realize just who the state is, taxpayers.
I have found that sometimes a look of disgust and a shaking of the head gets the same result that you got. Good to know you could probably take her, but the way things go these days, she would have probably wanted you arrested, followed by sueing the salon. Kind of like the woman sueing McDonalds when SHE spilled hot coffee on herself. There's always someone looking to make an "easy" buck. Heaven forbid they WORK for it.
