There's way more that's not being understood here. The fact that to draw interest in opening a business, or visiting an area to patronize a business, requires that the area look nice and inviting seems to be overlooked, also. Many people have a difficult time seeing a bigger picture. More businesses and customers means more money going into the city coffers. Which, in turn, means more money for infrastructure upgrading and maintenance.
