When you read through this file, make sure you read it all. This new tax, is being tacked on to what looks to be everything except uncooked food and medicine.
There is a list of "Items Taxed" and "Items Not Taxed". There is also a list of what the District can NOT do with the money. On this list at the top in bold is "Pay salaries and benefits".
After that statement, is where the lines start to become a little blurred and questionable. The document says, "How can it help the CURRENT BUDGET"? " Some (current expenditures) would be covered with these funds freeing up monies for textbooks, computers, and non-qualified expenditures.
"NON-QUALIFIED EXPENDITURES". In other words, it appears before the district ever gets it's hands on this money, they have already figured out a way to get around the "non qualified expenditure" rules by robbing Paul to pay Peter, then freeing up other money to spend on anything they desire, including the disallowed benefits and raises to employees.
