I think a lot of officers in Chicago are just hanging out in Dunkin Donuts and going in for the cleanup phase and notifying the coroner. Since nobody seems to care about the murders happening there, that seems like a sound strategy to me. The police know damn well that with Emanuel as mayor they are on their own. Maybe someday the city will have had enough of this,until then just put in your 8 and go home is what the cops are thinking in many cases.
