Duterte in the Philippines doesnt seem to believe in looking the other way either. he says, if they act like idiots and resist violently, shoot them. I can see where that may be a little more effective than just standing around and watching and doing nothing. But oftentimes these officers are being held back by political people who have agendas to promote.
