The raises are part of the job. you accept the job to serve society knowing the pay is low, but do so knowing each year you remain in the district your pay goes up. if you seek higher education and obtain a masters degree, you get more pay. this is a system to reward veteran (master) teachers and a way to KEEP GOOD TEACHERS IN THE DISTRICT. freezing pay is, in a way, betraying educators and the deal society has made with them. teachers in the district have been reasonable and taken their freeze, understanding that education is not a priority for the city in harder economic times...but at some point those wages need to go up again, and it is completely unfair to suggest any problems with the city budget are derived from teacher pay. hope that helps.
