    Dennis,
    The little screw you are referring to that goes to the top lever is only about 1/4" long. Once it is tightened, and you move the top lever approx. 30 degrees you are loosening that screw by maybe a half thread. So you do not want to put lock tite on it.
    You can remove the screw and it will not harm anything, because the top lever shaft has a round fit at the end that fits into the trigger guard housing and that holds it in place.
    If the top lever is sticking up, tap it down with a plastic mallet until it is flush and then tighten the bottom screw being careful not to over-tighten it and break it.
