I'm thinking Selph was still mayor when Granite gave away Emerald Meadows. I also believe Hagnauer and company annexed land on the north end of route 3 as far as the old factory near the Woodriver line. Could be wrong. I don't think anyone will argue with you about Mad Co and the state in genral being screwed up.
