Playing devils advocate, would it have been better to ask for all the (big-chunk) wage rises you want in one go? Rather than keep coming back/reaching an agreement then striking?

I admit, I haven't looked at original demands and terms of first settlement, but I can sort of understand a frustration IF both parties sat down last year and negotiated a 20%+ increase and within a few months there is a request for another 20% on top of that. I could see how, if this wasn't on the agenda then, the government may feel like this is a little bit of bad faith.

(I appreciate there are a lot of leaps in those assumptions)
