Parents set standards. Children abide by them. When parents don’t set standards, there is no example to follow. “I don’t listen to my parents. Why should I listen to my teachers?” School is a portion of the educational process. The vast majority of a child’s time is spent in the care of its parents. It seems your position is that you want a child’s educational requirements to be fulfilled solely by the state with no responsibility levied to the parents. That sounds like a profoundly backward expectation of who is responsible for setting a child up for success.
