Even when detained or before declaring detainment of an individual they may not reach into pocket or inside clothing to take a wallet unless arrested. And if the courts determine that the detainment turned to an arrest based on the actions of going into clothing and seizing property then it will be even more unfavorable upon the City and the officer as there is established case law. This is what I'm trying to get at, some meaningful discussion, not insult hurling.
