No, a call alone does not create a requirement to provide ID. The only disturbance was Mrs Whitaker when she started yelling. The fact that people don't want to provide ID when they are not required to means they know what their rights are and don't need a reason to exercise their right. Just because someone expects their rights to be upheld as required by law does not mean someone has something to hide, it just means that we don't have to justify our rights to the government for approval. We are not suppose to be in a police state. We do not have to answer to our employees.
