For downtown not talking young adults. Kids and teens and many parents won't let them and I would not either as long as relax is not shutdown or to many section 8 downtown. To many vagrants and predators down that way as well. Remember again I responded to worst of the worst. Maybe safer then St. Louis but not Edwardsville where you have to go for most everything.
Yes started under Selph but still not annexed in pontoon when ed came in. Other side still has nice homes, better then downtown, and could of had that but see you just scruff off any faults put on ed. Yes a state park but was unicorporated and now pontoon.
Yes SWIC in but neighborhood by the Elks is not. Could also of taken mitchell and back up to the warehouses on 111 and butt up to Edwardsville. But his agreement with pontoon mayor screwed that. That direction and 162, horseshoe lake out to Arlington was cities only growth potential and now landlocked and that's bad!
