Well actually will agree not all firefighters have qualification to do inspections but some do. Calling in a outside group to inspect would work. Anything better then what is in place now. I know a few of the councilmen in PB and some of the fireman and police and I know that when they first turned a shovel out there it was still nameoki township. A family friend bought one of the houses in the first round of construction and was not PB. I give you that you recognize the need for many strong changes, but you have to stop defending your obvious friend Ed. Defending incompetence will not allow a full concerted effort for what is better. The city does have some say in section 8. They could limit it to certain part of town. The city officials will put it anywhere to get the money and give a place for some of there family members to live. A petition would help, but if the mayor does not like the person who started it or wont let him take credit then will go nowhere. Also fire prevention is related work and that is what the inspections would be doing. So yeah call in company and fire mix would be a great solution. While you are looking at cost savings, how about city bid out engineering jobs instead of giving everything to Juneau. I know all surrounding cities pay less then we do for that kind of service and they bid those jobs! But that is more good ole boy deals.
