But hey, that place could be quite fashionable...and if the place ever burns -- that is the SAFEST retail location in town. It's safe from Fire and the Cop shop is nearby. I think it's the ideal place for social services in those respects...but yes, in reality, I see your argument about it being on the main drag and the worry that it costs us a few respectabiity points.
