“All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States.” We treat such offspring as capable of being arrested, going to jail, fined, and all that. Some specific exceptions were written, such as offspring of diplomats and foreign troops, and Indians who were non-citizens and had their own rules at the time. At the time we were killing off so many Indians, they were not considered citizens.
