I would agree that Waterman Inks are a good bet, as well as Pelikan inks (not had experience with the more expensive Edelstein line). Both brands have good color, flow well, and clean up easily. I also have excellent results with Diamine Sapphire-a nice saturated blue that has some water resistance, flows well in most pens, and cleans up relatively easy. I have not had any clogging issues either. Another ink I would consider a good ink for beginners, is Noodler's Blue. While I know Noodler's can be controversial, I have found this ink to be even tempered, works in every pen I have put it in, flows well, and while it takes a couple extra flushes to thoroughly clean a pen if it has been in there for a few fills, it will still come clean. It also has some water resistance, so for school notes it might not be a bad thing.
